Eugene Debbs was imprisoned in 1918 for vocally opposing WWI, and for speaking out on the practice of prosecuting people for opposing the War. When did it become 'legal' in America to vocally oppose wars? Why was this a crime then, and unconstitutional today?

Italy and Germany both united in the 19th century, during a period of significant pan-nationalist sentiment. Were there other pan-nationalist movements which attempted to unite countries under a shared culture or perceived nationality which we don't often hear about?
